Today, the focus of social policies becomes building up partnership networks among public and private actors in which a plurality of stakeholders act according to different forms of reflexivity. After the presentation of three mechanisms (contracts, costs of consultation and organizational identity), the paper proposes the reflexivity as a key for the real functioning of social partnerships. Willing to favour integration and participation of immigrant pupils in school life. In this paper we focused on participative actions originated outside of the public sphere but managing to positively impact over obsolete power and governance mechanism. The paper focuses on the efforts voluntary associations belonging to the ANPAS movement are currently carrying out – or could provide in the future – in the field of post-school services for children (aged 5 to 11) in Tuscany, in order to support families and public institutions in their dealing with welfare cuts imposed by the crisis.
